Governor Joseph Cua welcomed Commission on Population regional director Magdalena Abellera last week as the latter, along with Provincial Population Officer Delia Silvestre, as they conveyed the urgency of implementing President Rodrigo Duterte’s Executive Order No. 12 that seeks to fully implement the Responsible Parenthood Reproductive Health Law to empower Filipino families.
“The strict implementation of the RPRH Law is one of the 10-point socio-economic agenda of the Administration and their poverty reduction strategy as well,” she stressed to the governor during their March 29 courtesy call, adding that poor families which pursue family planning are to be prioritized by the program and given services pursuant to E.O. No. 12.
Furthermore, the strategy for poverty reduction of the President aims to help the poor to have the family size they can manage and meet its needs, she explained.
The POPCOM is likewise conducting information dissemination in LGUs in support of the RPRH Law, particularly on the need to prevent teenage pregnancy. Dir. Abella said that teenage pregnancy disturbingly starts at the age of 13, with the lives of the youth wasted by engagement in premarital sex and getting pregnant in their early age.
Gov. Cua remarked that information education through Population Education is really needed in order to suppress teenage and unwanted pregnancy that leads to other social problems.
RD Abellera said that materials for Information Education Campaign conducted in barangays are provided by the POPCOM, as well as trainings to facilitate them. They also assist LGUs to deliver their programs.
Another project of the POPCOM is the involvement of the men in the program through the Kalalakihang Tapat sa Responsibilidad at Obligasyon sa Pamilya (KATROPA). She explained that while they are conducting information campaign to women and mothers, they also encourage the men and husbands to participate and be aware of their responsibilities.
“The president strives to eradicate poverty, so Filipino families are to be guided in family planning,” she further stated.
On one hand, she requested Gov. Cua to allow them to hold the 2nd Regional Population Management Conference in Catanduanes tentatively scheduled in May to showcase the best practices and happenings in the province.
The POPCOM Region V conducted a provincial meeting for LCEs, Population Officers, and members of the Responsible Parenthood Movement (RPM) Team, Population Representative and 4Ps Provincial/Municipal Links at Victor Hall, Virac Town Center last March 29 wherein Gov. Cua expressed his full support to the endeavor of the president with the help of the Commission on Population to strictly implement the RPRH Law through the issuance of the E. O.
