PHO honors health facilities, workers

After the province bagged its 1st Magayagaya Award in the 8th Salud Bikolnon Awards last December 2017, the Provincial Health Office honored its own health facilities and workers in the Catanduanes Health Excellence Awarding Ceremony the other Monday (July 16, 2018).

Held at the Victor Hall of the Virac Town Center, the event was aimed at giving due recognition and acknowledge institutions and people whose efforts and dedication greatly contributed to Catanduanes’ winning the Department of Health’s nod as the Top Performing Provincial Government in the Bicol Region in the Implementation of Health Programs, Projects and Activities for 2017.

The awarding ceremony showcased the outstanding work by health facilities in the province to improve the health and well-being of the communities that they have served and celebrated their innovation and excellence in healthcare.

Moreover, it also recognized outstanding contributions to the improvement of the health status of the province, with health facilities cited for improving the culture of health.

In his message, Governor Joseph Cua expressed his commitment to the health sector of the province, affirming his health service advocacy which he started during his previous term.

“Last week, the new ambulances and equipment purchased by the province was formally blessed. The week before, pormal nang binuksan sa publiko ang newly-rehabilitated na Pay Ward nin satuyang hospital. And the week before, we turned over ambulances to Bato and Pandan. In the next days, we will officially open an improved pharmacy. In the next months, we are anticipating our dialysis center to be fully operational,” said Cua, attributing the achievement to the health sector’s embracing his vision of a better health service for Catanduanes.

DOH Regional Director Dr. Napoleon Arevalo, represented by Provincial Officer Dr. Joseph Richard Garay, said that he is very much honored and elated that Catanduanes has been awarded the highest award of recognition in terms of health status.

“As your provincial DOH Officer, I am looking forward for another Magayagaya Award for 2018,” he said, saying that it is not a matter of luck since they are working together to sustain the health sector.

The President of the League of Municipalities San Andres Mayor Peter Cua, represented by Councilor Allan del Valle, expressed his congratulations to the PHO for being the recipient of the Magayagaya award and assured that the mayors of the 11 towns will be constant partners in the health sector.

The awardees were: RHU Baras for its TB Program where it scored a 92% tuberculosis treatment success rate and the highest average performance for TB indicators; RHU Caramoran for its Exclusive Breastfeeding Program; RHU Viga for its Nutritional Immunization Program that had 85% fully immunized children;

RHU Bato, Virac and Viga as well as Bato Maternity and Children’s Hospital (BMCH), Eastern Bicol Medical Center (EBMC) and Viga District Hospital for their Maternal, Newborn, Child Health and Nutrition (MNCHN) Programs, with the three RHUs attaining 99% facility-based delivery and skilled birth attendance;

RHU Baras (1st), RHU Panganiban (2nd), and RHU San Andres (3rd) for the Family Planning Program, with RHU Baras attaining 81% contraceptive prevalence rate; RHU Virac for its HIV/AIDS Program;

RHU Bato, Viga and Virac for their Environmental Health and Sanitation Programs after exceeding the national benchmarks of 90% for access to sanitary toilet and 87% for access to safe water;

And, RHU San Miguel for the LGU with the highest investment for health at P7.3 million, representing 22% of its annual budget;

In the Special Awards category, the following were the winners: PaViBa Inter-Local Health Zone as most outstanding ILHZ; LGU Bagamanoc (1st), LGU Baras (2nd) and LGU San Miguel (3rd), certificate of recognition for implementation of Responsible Parenthood and Reproductive Health Programs; LGU Bato, Virac, Panganiban, Viga, Pandan and San Andres, certificate of participation in RPRH Programs; Juan M. Alberto Memorial District Hospital as most competitive hospital; and, RHU Viga as best implementer of Dental Health Program;

Plaques of commendation were given to RTC Judge Lelu Contreras for her role in the Community-Based Treatment and Rehabilitation Program (CBTRP); and the Local Implementation Coordination Team composed of Engr. Luis Surtida, Dr. Lubelia Sanchez, Marilou Vargas, Sonia Villaluna, Neña Guerrero and Engr. Elsie Reyes.

Certificates of appreciation were given to Dr. Gibson Gabitan for the Mental Health Program and CBTR Program and Dr. Angel Albert Lamban, Dr. Maricel Nuyda, Dr. Felix III Ma, Venia Gapaz and Agnes dela Cruz for CBTRP and the National Tuberculosis Program.

Awarded as the best PHO program coordinators were Dr. Delia Soriao for the MNCHN, Engr. Leo Armand Gapaz for Environmental Health and Sanitation Program, Celia Romano for Voluntary Blood Services Program, Ira Pamela Bilo for TB Program and Marites Curativo for Exclusive Breastfeeding Program.

The awarding ceremony is a product of collaboration and team effort of the health sectors which are the national government agencies, DOH, the Provincial Local Government Unit (PLGU), Municipal Local Government Units (MLGUs), government hospitals, Rural Health Units (RHUs), Barangay Health Workers (BHWs), private health facilities, and Non-Government Organizations (NGOs) and was attended by Municipal Health Officers, Chiefs of Hospitals, RHUs, Local Implementation and Coordination Team (LICT) and hospital personnel.

Also present were Virac Vice Mayor Arlynn Arcilla, Provincial Health Officer Dr. Hazel Palmes, PNP Provincial Director Senior Supt. Felix Servita Jr. and Philippine Information Agency (PIA) Catanduanes Information Center Manager Edna Bagadiong.
