Cong CS does it again! Oct. 26 finally a Special Non-Working Holiday

Beginning next month, there would be no need for the provincial government to request Malacañang for a proclamation declaring the founding day of October 26 as a special non-working holiday.

Last week, the Senate finally approved on third and final reading House Bill 6418 declaring Oct. 26 as the Foundation Day of Catanduanes, along with 14 other bills seeking to declare special non-working holidays in several provinces to commemorate locally significant events.

Congressman Cesar Sarmiento filed the proposed bill since 2010 but did not move towards approval except during the 16th Congress when it reached the Senate but was unfortunately hampered by the 2016 elections.

During this 17th Congress, the solon re-filed the bill, together with Reps. Rodel Batocabe, Jose Antonio Garcia, Gwendolyn Garcia, and Marlyn Primicias-Agabas,

Sarmiento lauded Sen. Sonny Angara, chairman of the Senate Committee on Local Government, for sponsoring the bill and shepherding its passage until it was eventually okayed by the Senate.

In a statement, the senator said the holidays would be opportunities for communities to honor historical events.

Originally filed as HB 2039 in the Lower House, the Committee on Revision of Laws approved its substitution by HB 6418 and included it in the Order of Business in September 2017. The measure was approved unanimously on Third Reading by 214 congress members present during their Oct. 4, 2017 session.
