ERC sets Oct. 8 hearing on FICELCO power rate hike

The Energy Regulatory Commission (ERC) has set this Oct. 8, 2018 at 10 A.M. in its office in Pasig City the public hearing on the application of the First Catanduanes Electric Cooperative, Inc. (FICELCO) to recover from consumers the business and franchise tax it paid to the municipality of Bato and the province of Catanduanes, respectively.

In an order issued recently, the ERC directed the cooperative to, among others, inform local officials and post the Notice of Hearing in bulletin boards,and inform consumers within the franchise area.

Under the application, FICELCO seeks to recover from all its customers in the province the franchise tax totaling P3,674,444.81 it paid to the provincial government from 2011 to 2017, through a rate increase of 6.85 centavos per kilowatt-hour over a period of 12 months or until the amount is recovered.

On the other hand, it also seeks to recover from its customers in Bato town the business tax it paid the municipal government from 2014 to 2017 totaling P1,080,053.12, through a 26.44-centavo rate increase to be imposed within Bato within a 12-month period.

The cooperative is also asking the Commission to allow it to recover automatically from all its customers the current franchise tax paid to the province and the business tax paid to Bato LGU.

In its order, the ERC gave FICELCO and all interested parties at least five (5) days before the the date of initial hearing and pre-trial conference their respective pre-trial briefs, including issues to be resolved as well as documents and witnesses to be presented during the hearing.
