Three residents of San Andres town were caught in the act of engaging in illegal fishing through the use of explosives last week but the police managed to arrest only one of them.

Law enforcers led by Inspector Roderick Bino were on seaborne patrol off the shoreline of sitio Pagatpatan in Codon at about 4:10 P.M. of Oct. 17, 2018 when they espied the suspects, all natives of nearby Bislig.

The team apprehended Edwin Samudio, 39, but the two other fishermen – Reymart Vargas and Jose Vigen – eluded the lawmen. Confiscated at the scene were a paddle banca, two pairs of improvised diving fin locally known as “kampay”, a gin bottle used as improvised explosive and locally known as “bigas-bigas”, containing suspected ammonium nitrate, and about three kilos of assorted fish.

A case for violation of Section 12 of Republic Act 10654 has been filed against the trio before the Provincial Prosecutor’s Office.
