Catandunganons interested to become members of the Philippine National Police can now apply on-line for the chance to take the PNP special entrance examination to be conducted by the National Police Commission (NAPOLCOM) in Virac on April 28, 2019.

According to Catanduanes Police Acting Provincial Director Senior Superintendent Paul Abay, the period of on-line application started last Jan. 28 and will end on Feb. 1 for the PNP entrance test.

The special test, to be held in partnership with the Catanduanes police, was realized after the Sangguniang Panlalawigan passed Resolution No. 278-2018, sponsored by PBMs Giovanni Balmadrid and Lorenzo Templonuevo Jr., last year requesting the commission to conduct the test on the island for local applicants.

In November 2018, acting NAPOLCOM provincial officer Arnel Antonio assured that the province would be one of the testing center for the exams slated in April, provided the provincial government provide support for the undertaking.

Last Jan. 22, 2019, Acting Gov. Shirley Abundo signed the memorandum of agreement with the Commission for the conduct of the police entrance and promotional examinations at the Catanduanes National High School.

The exam is open to all Filipino citizens who meet the age and educational requirements, as well as to Police Officers 1 (PO1) whose appointments are temporary for lack of eligibility, the PD said.

Those trying to become police officers must have passed the psychiatric/psychological, physical, medical and dental and drug test to be administered by the PNP Health Service and Crime Lab Group or by any Napolcom accredited government hospital for the purpose of determining the status of appointee’s physical and mental health; must possess a formal baccalaureate degree from a recognized learning institution; must be eligible in accordance with the standards set by the Commission; must not have been dishonorably discharged from military employment or on AWOL or Dropped from Rolls from the PNP service or dismissed from any civilian position in the government; must have no pending criminal case in any court, including at the Office of the Ombudsman or administrative case if he/she is already an employee of the government; must not have been convicted by final judgment of an offense or crime involving moral turpitude; must be at least 5’4” in height for male and 5’2” for female; must weigh not more or less than five kilograms (5kg) from the standard weight corresponding to his/her height, age and sex; and, must not be less than 21 nor more than 30 years of age.

A promotional examination for Senior Police Officer, Inspector and Superintendent is also open exclusively to all qualified uniformed members of the PNP who meet the minimum qualification standards for the examinations in terms of rank and eligibility.

Feb. 4-8, 2019 is the on-line filing period for the PO exam while those taking the promotional exam have to file within Feb. 11-15.

Taking the test here would be an advantage for the local applicants since they would not have to brave the rough seas at this time or spend several thousand pesos for transportation, food and lodging if they would take it in the mainland.

The Catanduanes police has no data on the number of local applicants who have taken the police entrance exam or passed it, but their numbers have risen in the past years due to the opening of a criminology course at the Christian Polytechnic Institute of Catanduanes (CPIC) where many graduates have passed the test.

According to human resource officers at Camp Francisco Camacho, about half of the total police personnel in the province already hail from the island, with some assigned either temporarily or permanently in other places in the mainland.

In the past, most vacancies in the Catanduanes police were filled up by Albayanos and some coming from as far as Nueva Ecija due to the lack of local applicants.
