In a rare appearance at the Catanduanes Development Council meeting last week, Congressman Cesar Sarmiento elicited an admission from a capitol official that three projects were inserted into the final list of the Supplemental Annual Investment Plan that was approved by the council last October 2018.

The solon, who wants to replace suspended Governor Joseph Cua, got Provincial Planning and Development Coordinator Elsie Reyes to admit that a total of P1.5 million for the purchase of drug testing materials and construction of drug testing center at the Eastern Bicol Medical Center (EBMC) as well as other equipment for Caramoran District Hospital was added to the list even after the approval of the Supplemental AIP.

Reyes sought the understanding of the congressman for what the latter described as an unauthorized insertion and claimed that it has been her office’s agony to handle the late submission of projects left off the submitted list by department heads.

“Good intention is immaterial here,” Cong. Sarmiento said. “What should be in the list is what the CDC has approved.”

Wondering why the AIP needs to be supplemented just three months after it was approved, he asked the council members to be judicious and vigilant in monitoring the implementation of projects approved by the CDC.

Just the same, the three projects targeted by the congressman will remain in the list, after the Sangguniang Panlalawigan representative, PBM Giovanni Balmadrid, said that the projects have to be included.

He clarified that pending the provincial board’s approval of its inclusion, the three projects would not be implemented, with the rest of the projects on the list to proceed so as not to delay their implementation.

Before the congressman raised the issue, none of the CDC members present, including Mayor Peter Cua of San Andres, Mayor Raul Tabirara of Pandan and Mayor Samuel Laynes of Virac, did not comment on the Supplemental AIP project list.

Under the law, the congressman or his authorized representative sits as a member of the development council, and together with representatives of accredited NGOs and POs. comprise a fourth of the council membership.
