Suspected illegal fishers from Albay nabbed off Pandan

Twenty-two (22) suspected illegal fishermen from Albay province on board a commercial fishing boat were arrested by authorities within the municipal waters of Pandan town last Sunday after failing to present a permit to fish and fishing licenses.

A team from the Provincial Special Operations Team (PSOT) and Pandan police staton under the supervision of Senior Inspector Voltaire Jun Pedido, officer-in-charge, were conducting a seaborne operation in the sea off barangay Balangonan at 4:50 P.M. of March 3, 2019 when they sighted the yellow-orange vessel named “Princess Lianne”.

Accosted by the law enforcers, boat captain Raynaldo Colanggo, 44, of Panarayon, Bacacay, Albay, was not able to present a permit for the 57-ton vessel to fish within Pandan municipal waters as well as fisherman’s licenses for all aboard.

Arrested together with Capt. Colanggo were Roldan Arojado, 40, assistant boat captain from Atimonan, Quezon; Simion Tabilog, 50, boat mechanic from Baclayon, Bacacay, Albay; Noel Carmen, 38, Bacacay, Albay; Elpedio Ferrer, 58, Mercedes, Camarines Norte; Arnold Canela, 21, Bacacay, Albay; Mark Anthony Baraquiel, 19, San Roque, Mercedes, Camarines Norte; Jhon Loyd Peralta, 24, Bacacay, Albay; Reymart Abarle, 24, Bacacay, Albay; Manuel Pacinos, 44, Baclayon, Bacacay, Albay; Jose Bon, 52, Telegrapo, Bacacay, Albay; Fernando Ripato, 59, Panarayon, Bacacay, Albay; Jerome Canizal, 42, Ilawon, Bacacay, Albay; Jonathan Banigo, 23, Baclayon, Bacacay, Albay; Julius Muñez, 27, Bacacay, Albay; Rolando Arajado, 66, Binahan Proper, Ragay, Camarines Sur; Noel Anonat, 46, Bacacay, Albay; Ivan Sermonit, 20, Panarayon, Bacacay, Albay; Nelson Abad, 25, Bacacay, Albay; Celestino Caguliodo, 57, Panarayon, Bacacay, Albay; Domas Gonzalez, 45, Panarayon, Bacacay, Albay; and, Miguel Glor, 20, Panarayon, Bacacay, Albay.

The operating teams likewise confiscated the following items: 159 kilos of various species of fish; the fishing vessel (Princess Lianne); 17 plastic containers for diesel fuel; four (4) LPG tanks; two (2) small service boats;          30 pieces small bait; a water pump engine (Winston 7HP); four (4) 12-volt batteries; 260 meters fishing net; 150 kilos of “bordigon”; 330 meters of rope; two (2) pieces “salok”; two (2) weighing scales; two (2) pulleys; 30 pieces. “yapak” or improvised diving fins; a transistor radio; and, a Global Positioning System (GPS) device.

Those arrested persons were properly informed of the nature of their arrest and apprised of their constitutional rights, underwent booking procedures and mandatory medical examinations at the Pandan District Hospital. Documents are being readied for filing of appropriate charges in court.
