LGU execs urged to create transition teams by April 8

This early, the Department of the Interior and Local Government (DILG) has directed provincial governors and municipal mayors across the nation to create their respective Local Governance Transition Team to prepare for the effective turnover of responsibility to the incoming local officials on June 30, 2019.

In a memorandum circular issued recently, Sec. Eduardo Año said the transition teams should be created not later than April 8, 2019.

The team will be composed of the local chief executive as chairperson, with all department heads, the DILG representative and one representative from a Civil Society Organization (CSO) or People’s Organization (PO) as members. The vice chairperson will be elected among the members by a simple majority vote.

Among the duties and responsibilities of the team will be to conduct an inventory of the LGU’s immovable properties such as land, building, infrastructure facilities and its improvements, and machineries made immovable, and movable properties such as vehicles, office equipment, furniture, fixtures and office supply stocks, among others.

It will also gather, secure and preserve all official documents and/or records of LGU official transactions, including the Governance Assessment Report (CY 2018); COA Report (CY 2018); Contracts and Loan Agreements; Comprehensive Development Plan; Local Development Investment Plan; Annual Investment Plan (CY 2019); Comprehensive Land Use or Physical Framework Plan; Capability Development Plan; Executive-Legislative Agenda; Organizational Structure; Inventory of Personnel by Nature of Appointment; Executive Orders; and, Full Disclosure Policy Documents.

The policy documents needed are: Annual Budget (CY 2019); Statement of Debt Service (CY 2018); Statement of Receipts and Expenditures (CY 2018); Annual Procurement Plan (CY 2019); Annual GAD Accomplishment Report (CY 2018); Statement of Cash Flow (CY 2019, 1st Quarter); Bid Results on Civil Works. Goods and Services, and Consulting Services (CY 2019, 1st Quarter); Report of Special Education Fund Utilization (CY 2019, 1st Quarter); Trust Fund Utilization (CY 2019, 1st Quarter); Manpower Complement (CY 2019, 1st Quarter); Unliquidated Cash Advances (CY 2019, 1st Quarter); Supplemental Procurement Plan (CY 2019, 1st Quarter); 20% Component of the IRA Utilization (CY 2019, 1st Quarter); and, Report of Local Disaster Risk Reduction Management Fund Utilization (CY 2019, 1st Quarter).

The team will also be require to turnover accountabilities, organize a turnover ceremony to include a briefing on the Governance Assessment Report and key challenges to the incoming officials, and ensure the accomplishment and timely submission of Elective Local Official Personnel Data Sheet (ELOPDS) by the incoming officials to be submitted not later than July 8, 2019 to the Human Resource Management Office, Office of the Sanggunian, and the DILG field office.
