P200-M for Virac terminal project slashed to just P50-M in 2019 national budget

    The P200 million funding for the integrated bus terminal secured by former Virac Mayor Flerida Alberto from Malacañang has been sharply reduced under the 2019 national budget signed by President Rodrigo Duterte.

    A review of the list of the projects in the website of the Department of Budget and Management (DBM) shows that the P200-M funding, proposed in the National Expenditure Program (NEP) last year, has been reduced to just P50 million.

It may be recalled that last year, during the deliberations of the House of Representatives, the inclusion of Alberto’s P200-M in the list of infrastructure projects was reportedly denied by DPWH Sec. Mark Villar, who denied knowledge of the insertion.

During the current mayoral campaign in Virac, former Mayor Cito Alberto has been criticizing the administration of Mayor Samuel Laynes for securing a P335-million loan for various development projects, including P60 million for the Virac public market.

Alberto claimed that the P200-million funding secured by his wife was already in the pipeline and set for bidding by the DPWH.

Not all of the loan from the Development Bank of the Philippines (DBP) has been withdrawn by the municipal government, however. Aside from the market, the funds will go to the site development and road network construction at the proposed Community Hub at barangay San Isidro Village; the construction of the vendors’ shed at barangay Concepcion; the construction and establishment of a sanitary landfill in barangay Magnesia del Sur; the acquisition of lots for the LGU’s priority development projects; and, the acquisition of various heavy equipment.

On the other hand, of the P2.2 billion appropriation for Catanduanes projects, nearly P142 million have been allocated for the construction of 57 new Multi-Purpose Buildings (MPBs), a pet program of Congressman Cesar Sarmient, while about P10 million have been set aside for the repair and rehabilitation of seven MPBs.

The budget also includes P19 million for the feasibility study or pre-engineering works for the proposed Catanduanes-Camarines Sur Friendship Bridge, P50 million for Phase 1 of the Construction/Renovation of the Virac Public Market and P30 million for the completion of the Virac Water System at Cauayan.

It also allocated P950 million for 30 road projects, P123 million for eight new bridges and foot bridges, nearly P620 million for 27 river and flood control projects, P80 million for six tourism access roads, P37 million for four water systems, P50 million for the Virac causeway/breakwater, and P87 million for the Bato river improvement works.
