Transparency International working partner Horacio Villarete has urgently petitioned Pres. Rodrigo Duterte to conduct an immediate probe of the current power crisis and to impose punitive measures against the local electric cooperative and its two power suppliers.

In a letter sent to Malacañang last week, Villarete said that 10 months after he asked for a similar investigation, the island is again at the midst of continuing power interruptions, day after day, prolonging the agony of every Catandunganon this dry season.

He wondered where are now the much-ballyhooed mini-hydro power plants of Sunwest Water & Electric Co. (SUWECO) and the dependable gensets of the National Power Corporation (NPC), as the assurance of the First Catanduanes Electric Cooperative, Inc. (FICELCO) to provide efficient and reliable power is sheer deception and hallucination.

“Our torment and anguish on this unsolved power crisis has already reached its pinnacle, which necessitates the instant intervention if the national leadership,” the anti-graft crusader said.

Villarete recommended to the President that other efficient private power providers be given the opportunity to supply the requirements of the Catanduanes Grid through a Competitive Selection Process (CSP).
