DOLE: 6,029 workers in Bicol regularized since Jan. 2019

Legazpi City – A total of 6,029 workers gained regular employment from their companies here in Bicol for the first semester of 2019 (January – June).

Of the 6,029 workers, 3,780 were regularized voluntarily by their respective employers. On the other hand, 2,249 were regularized through regular inspections conducted by the Labor department

DOLE-Bicol recorded 246 establishments in all provinces of Bicol that regularized their workers from January to June 2019. At least 106 companies regularized their employees upon visit by the agency’s inspectors, while 140 establishments did it voluntarily.

Employers submit their roster of employees and voluntary regularized workers during the conduct of Labor Management Forum in Catanduanes.

“We encourage employers to submit their roster of employees and voluntarily regularize their workers following under such work arrangements in their respective establishments,” Atty. Alvin M. Villamor regional director, said.

Villamor added that as part of the advocacy to stop "endo" (end of contract) and promote regularization in Bicol region, the department highlights the policy whenever there are labor management fora, wage consultation meetings and other labor-related activities in the region.

“We want to stop the practice of illegal contractualization by means of promoting voluntary regularization of workers in Bicol as our developmental approach/ strategy that we employ in the region in response to government’s call to end contractualization,” he continued.

Apart from this, the Labor department conducts routine inspections, in which they evaluate private establishments’ compliance with labor laws and social legislation through a prescribed Inspection Checklist.

Among the private companies in the region that regularized workers upon routine inspection were hospitals, namely Bicol Access Health Centrum Hospital with 196 workers; Our Lady of Lourdes Hospital, 181; Daet Doctor’s Hospital, Inc., 127; Sorsogon Doctor’s Hospital, 99 and; NICC Doctors’ Hospital, 81. Also, other companies such as Golden Camarines Sur Multifood Corp. and TR Construction regularized 101 and 110 workers, respectively.

On the other hand, there were establishments that voluntarily regularized employees such as Mayon Shoppers Lifestyle Corp with 100 workers; Innodata Knowledge Service Inc. Legazpi Branch; Region V – LRCI Luzon RAM Cycles Inc. with 81 workers.

 “We reach out to the employers to comply and work with us in the upliftment of the lives of the Bicolano workers,” he added.

Meanwhile, Villamor is steadfast in fighting against the practice of labor-only contracting in the region.

Labor-only contracting exists when the contractor merely recruits, supplies, or places workers to perform a job or work for a principal under any of the following circumstances: the contractor does not have substantial capital, investments in the form of tools, equipment, machineries, supervision, work premises, among others, and the contractors employees recruited and placed are performing activities which are directly related to the main business operation of the principal; or the contractor does not exercise the right to control over the performance of the work of the employee.
