More than two thousand Catandunganons have benefited from the Department of Trade and Industry’s new entrepreneurship program, the “Negosyo Serbisyo sa Barangay” (NSB) in the past two-and-a-half months.

Since it started this July 2019, a total of 2,326 residents from 22 barangays in seven municipalities have been assisted by the program, an inter-agency information campaign that seeks to encourage Catandunganons to go into business.

According to the DTI Catanduanes provincial office, the program “aims to maximize the potential of barangays as building blocks towards holistic national development and to promote entrepreneurship, employment and livelihood especially in untapped barangays.”

Anchored on the AmBisyon 2040 which is to have ’Matatag, Maginhawa at Panatag na Buhay’ to be fully realized through sustainable economic development in the country, the NSB is being conducted in select 4th to 6th class municipalities nationwide.

This is in pursuit of the directive of Pres. Rodrigo Duterte, backed by Republic Act 10644 or the Go Negosyo Act for Micro, Small and Medium Enterprises (MSME) development and job generation and Republic Act 7160 or the Local Government Code of 1991 which emphasizes the role of barangays with regard to the implementation of policies, plans, programs, projects and activities in the community.

Each NSB implementation is conducted through the collaborative efforts of DTI and its partner line agencies and institutions such as the Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE), Department of Science and Technology (DOST), Technical Education and Skills Development Authority (TESDA), Pinoy Lingap Damayan Multi-Purpose Cooperative (PLDC), local government units and barangay councils.

The NSB features an Entrepreneurial Session with different agencies working together to inform the participants of their various programs and services offered.

After the Entrepreneurial Session, the DTI team meets with the Barangay Development Council to identify and plan for upcoming seminars/trainings to be provided by DTI upon returning to the barangay as a follow-up activity.

There are still 16 more barangays to be provided with the Negosyo Serbisyo sa Barangay in Catanduanes, targeted to be finished on or before November this year.

“This is an aggressive move to reach out and penetrate far-flung chosen barangays and encourage the residents to either go into business, seek for employment, or grab livelihood opportunities which are provided by the government,” the DTI stated.
