Acting Gov. Abundo reports on accomplishments so far

The administration of Acting Gov. Shirley Abundo last week expressed support for the initiative of Cong. Hector Sanchez to establish a waste-to-energy plant in the province through Opus Energy Solutions, Inc.

However, she clarified, the Sangguniang Panlalawigan would have to study the matter carefully before giving its green light for the project.

Abundo’s statement was among the highlights of her Ulat sa Probinsiya given during the Catandungan Night last Oct. 25, 2019 at the Catanduanes Convention Center, including the following accomplishments:

Agriculture – distribution of 800 bags of complete urea fertilizer, 250 bags of organic fertilizer, 1,000 bags of hybrid palay seeds and 14 units of knapsack sprayeers; receipt of 320 bags of organic fertilizers from Sen. Cynthia Villar, with some used in the establishment of the Capitol Farmville demo farm; turnover of two trucks for the Abaca Processing and Trading Enterprise subproject being implemented by Pinoy Lingao-Damayan Cooperative (PLDC); distribution of 1,430 bags of fertilizers and 265 bags of palay seeds to 34 rice model farms; distribution of 132 bags certified seeds and fertilizer subsidy, and 675 certified seed bags; rice crop profiling software; turnover of seven palay threshers, a combine harvester and rice reaper to farmers’ associations; turnover of farm machineries and equipment to LGUs and farmers’ groups under the High Value Crops Development Program; distribution of 6,000 packets of vegetable seeds and 130 bags of organic fertilizers to LGUs; and maintenance of provincial nursery and demo farm on organic agriculture.

Fishery – dispersal and sale of  33,650 tilapia fingerlings to 29 fish farmers; operation of the Catanduanes Crab Center and tilapia hatchery, with the latter dispersing 135,080 fingerlings to 80 fish farmers; and, construction of mangrove crab trading center in Panganiban, main warehouse in Bato and satellite warehouse in Viga.

Health Care Services – intensive campaign against dengue through the daily clean-up drive under EO No. 19 and a puppet show; turnover of two ambulances for Viga and Caramoran hospitals; commissioning of 250 KVa generator set at EBMC; and, creation and operationalization of African Swine Fever task force.

Inclusive Social Protection and Social Services Delivery – implementation of various social programs such as Aid to Individuals in Crisis Situation (AICS) with 626 indigent clients and 106 senior citizens assisted, 40 child development workers trained under Early Childhood Care and Development (ECCD), 86 senior citizens either awarded with incentives or given assistance, and programs for Persons with Disability (PWDs) and Women and Children, and distribution of food packs to marginal fishermen affected by the southeast monsoon, ALS learners, drug rehab patients and families affected by the recent armed encounter in Panganiban; Mobile Application for passports and license renewals; establishment of capitol playground; improvement of sports facilities; P2,000 assistance to 582 undergraduate students of private schools; reorganization of the Provincial Anti-Drug Abuse Council and drug clearing of San Miguel town; creation of Provincial Task Force to End Local Communist Armed Conflict; crafting of three-year DRRM Plan; and, completion of 31 various projects.

The acting governor also detailed accomplishments in the field of organizational integrity and local governance, environmental protection and preservation particularly in quarry resources, and tourism development and promotion, including the unveiling of the Happy Island Catandunes marker on Oct. 25.

In expressing her gratitude to the Sangguniang Panlalawigan, department heads and employees, and partner agenciesn, including Cong. Sanchez and Cong. Jose Teves Jr., Abundo called for more support for the needed improvements at EBMC including the procurement of supplies and equipment.
