PSA Catanduanes to conduct 2019 FLEMMS

The Philippine Statistics Authority (PSA) Catanduanes is conducting the 2019 Functional Literacy, Education and Mass Media Survey (FLEMMS) this Nov. 11 to Dec. 6, 2019.

The sixth in a series of literary surveys implemented nationwide by PSA, the FLEMMS is a household-based survey conducted by PSA every five (5) years since 1989.

It generates critical and essential data for administrators, planners and policymakers in the government and private sectors. The survey is one of the designated statistical activities of PSA by virtue of Executive Order 352 and the only source of functional literacy statistics in the country, which is one of the important measures of human capital development in the 2017-2022 Philippine Development Plan (PDP) as well as in the previous medium-term development plans.

The specific objectives of FLEMMS are first, to estimate the proportion of the population 10 years old and over who are basically literate; second, to estimate the proportion of the population 10 to 64 years old who are functionally literate and to determine their socio-economic characteristics; third, to determine the educational skill qualifications of the population in terms of formal schooling; and lastly, to determine the mass media exposure of the population. There are thirty five (35) barangays with three hundred eighty-eight (388) sample households which will be interviewed in the province.

This 2019 FLEMMS is authorized under Section 5 of Republic Act No. 10625 also known as the Philippine Statistical Act of 2013, which was approved on September 12, 2013.

Like any other surveys conducted by the PSA, all personnel involved in this survey are required to keep any information obtained during the survey that pertains to any particular household or person under Section 26 (Confidentiality of Information) of Republic Act No. 10625. Interviewees will be informed that the results will be published in the form of statistical summaries and no reference to any individual person shall appear. .
